Clarify hierarchy of circles

Tension: When coming to the repo to look at the Website Circle's page, it's not clear to me that the Main Circle's policies (eg, asynchronous governance) also apply here.

Possible solutions:

  • Move organization-wide policies (like #34) to the README.
  • At the top of each subcircle, link back to the parent circle's policies.

I personally favor the first option, but am very open to being convinced otherwise.
